New program 2020 - 2023 from the NGO Santé Diabète

Consolidating the place and role of civil society in a multi-stakeholder network in order to improve the prevention, care and support of people with diabetes in Burkina Faso, Mali and the Union of the Comoros (project «RéseauxDiab»)

Background 

Santé Diabète operates since 2017 a 3-year Program Agreement (CP) co-financed by the French Development Agency (AFD). In 2019, a discussion was initiated with AFD for the development of a new 3-year CP from April 2020 -to March 2023. In parallel, the World Diabetes Foundation (WDF), historical partner of Santé Diabète (SD) , expressed interest to design an ambitious program with SD and to establish a partnership with an institutional donor such as AFD. A one-year roadmap was validated by the board of the NGO Santé Diabète to define the internal work to ensure the dialogue with field partners from Mali, Burkina Faso and Comoros leading to the project formulation. The strategic axes and the activities to be implemented have been defined with partners in the field. Then the NGO teams worked on the project elaboration.

This new project is entitled « Consolidating the place and role of civil society in a multi-stakeholder network in order to improve the prevention, care and support of people with diabetes in Burkina Faso, Mali and in the Union of the Comoros (Project RéseauxDiab) » . It was submitted with the two donors in December 2019 and received a funding agreement in March 2020.

Project overview

The project has a total budget for a 3 years duration and for the following countries (Burkina Faso, Mali, Comoros and France) : € 5,137,034, 35% co-funded (€ 1,805,832) by the World Diabetes Foundation (WDF) and 65% (3,331,202 euros) by the French Development Agency and the other French co-financiers (Expertise France / Initiative 5%, Grenoble City Hall, Auvergne Rhône Alpes Region).

This project has three specific objectives (SO) :

  • SO 1: Strengthen the capacities of Civiel Society Organizations (CSO) to ensure the prevention of diabetes risk factors, quality care and support for people with diabetes in Burkina Faso, Mali and the Union of the Comoros
  • SO 2: Develop a network between the different actors of the project to carry out transversal capitalization actions (south-south and south-north) , actions of advocacy and Education for Citizenship and International Solidarity (ECSI) from the methodologies developed and results obtained in different countries (Burkina Faso, France, Mali, Union of the Comoros)
  • SO 3: Strengthen the structure and governance of the Association Santé Diabète

And 5 expected results :

  1. 1. The capacities of CSOs to ensure the prevention of diabetes risk factors, quality care and support for people with diabetes are strengthened
    • 3 Association of health professionals specializing in endocrinology and diabetology (Malian Society of Endocrinology and Diabetology) strengthened and fully involved in activities
    • 2 Association of Diabetic Diabetes Patients (National Federation of Diabetics in Mali and Abad Burkina) and 40 member associations representing 7,500 members and 6 national associations representing people with diabetes in the Comoros
    • 1 National NGO capable of co-carrying actions to fight diabetes in Mali
  1. Diabetes prevention actions carried out by civil society organizations in collaboration with the Ministry of Health in the 3 countries (Burkina Faso, Mali and Union of the Comoros) are strengthened
    • 9 national events organized for the celebration of the World Diabetes Day (WDD) with the presence of the Minister of Health
    • 330 Type 2 Diabetes (T2D) screening campaigns carried out including 90% of the referrals supported
    • 1200 community awareness raising activities carried out
    • 180 teachers trained in the prevention of T2D risk factors
    • 9 900 children / young people made aware of the prevention of T2D risk factors
    • 19 800 parents sensitized to the prevention of T2D risk factors
    • 140 000 people reached by community and media awareness activities
    • 3 houses for the promotion of healthy lifestyles and support for functional patients
  1. Support actions for the diabetes care system carried out by diabetes organizations with the Ministry of Health in the 3 countries (Burkina Faso, Mali and Union of the Comoros) are strengthened
    • 2 health information systems strengthened
    • 3 master plans for the supply of antidiabetic drugs strengthened
    • 3 national Non Communicable Diseases (NCD) policies and 3 diabetes strategic frameworks fully implemented
    • 9 other related sectoral and multisectoral policies are strengthened
    • Diabetes care is included in the Universal Health Coverage (UHC) in the 3 countries
    • 20 endocrinologists and 40 certified diabetologists trained
    • 836 doctors trained in the care and prevention of T2DM and gestational diabetes
    • 510 nurses trained in T2D and gestational diabetes care and prevention
    • 150 other health professionals trained in T2D care and prevention
    • 23 health professionals trained in the management of Type 1 Diabetes (T1D)
    • 50 000 patients with type 2 diabetes treated
    • 950 T1D patients trained in self-care
    • 77 Peer Patient Educators (PPE) trained to support other patients
    • 3500 patients supported by PEPs
    • 1200 community awareness raising activities carried out on gestational diabetes
    • 6000 women reached by awareness-raising activities
    • Digital tools for digital recordings and data validation validated by the Ministry compatible with functional DHS2
  1. A network between the different actors of the project to carry out transversal capitalization actions (south - south and south-north), action of advocacy and ECSI from the methods developed and the results obtained in the different countries is developed
    • 3 national launch meeting carried out with the Ministry of Health and partners, 18 monitoring committee and 9 annual steering committees held
    • 3 national data observatories developed with the Ministry of Health now functional
    • At least 6 articles published in international journals and 9 presentations made at international congresses
    • ECSI actions are carried out in France.
